Is it true that I can adjust timezone with rtc -z without having to reboot the system?

Please, is it true that I'm able to change system timezone with rtc -z without having to reboot the system?
But what about the TZ value in /etc/default/init ?
PS: I mean on SPARC because on x86 it's documented on TIMEZONE(4) that a reboot is needed.
