Sporadic poor Load Balancing - Siebel CRM v 8.1.1.3

Hoping someone can help us out on this...

We have a Siebel CRM environment consisting of the following:

6 - Web servers.  W2K3 using IIS6.

2 - Gateway servers - clustered

6 - Siebel Application servers.  W2K3

We are using F5 Load Balancing (LTM) at the web servers using Round Robin LB methodology.  We are using F5 also between the Web and App servers however the Least Connections methodology is being used here.

If we take 30 days of activity, the load balancing on 25 of the days is fine; there is about 10% difference on the user connections between the server with the highest connections and the server with the lowest connections.  3 days out of 30, the load balancing isn't too good and we see a variance of 20% to 40% between the highest/lowest server connections, but all servers are taking SOME connections.  The remaining 2 days we see periods of time (several hours) where connections are directed to only one of the 6 app servers.  Then after a few hours,
