Dear all , my first question so please be kind

i have an issue with an 11g setup, new machine, fresh install of OS (ms 2003r2) with all the updates , fresh install or 11gR2

trying to set up a new listener (no others exist on this machine) before creating new database and netca is reporting "port:1521 is in use" actually it is reporting that every port number i try is in use no matter what port number i pick.

trace log shows [AWT-EventQueue-0] [ 2011-10-16 23:52:55.806 GMT-12:00 ] [ConfigureListener.isPortFree:1113]  Returning is Port 1521 free: false

netstat -a -n is not showing 1521 in use anywhere
