Error ORA-48122: error with opening the ADR block file on Redhat Linux

Server Infomation   Platform: Redhat Linux 5.7 64bit
   Oracle: 11gR2 11.2.0.1.0


When I start the DB, I got the follow error:

   ORA-48251: Failed to open relation due to following error
   ORA-48122: error with opening the ADR block file
   [/u01/oracle/app/oracle/diag/rdbms/orclsec/orclsec/metadata/INCIDENT.ams] [0]
   ORA-27041: unable to open file
   Linux-x86_64 Error: 13: Permission denied
   Additional information: 9
