Service Requests With a Closed Status Get a FRM-41051 Error When Navigating to the Tasks Tab

Symptoms

When attempting to navigate to the Tasks Tab in the Service Request form the following error
occurs when the Service Request has a Status with the 'Disallow Request Update' checkbox checked.

Error:
FRM-41051: You cannot create records here.

Steps To Reproduce:
The issue can be reproduced at will with the following steps:

  1. Create a Service Request.
  2. Change the Status to 'Close' that has the 'Disallow Request Update' checkbox checked.
  3. Navigate to the Tasks Tab.
