Text Functions & Report Formats

I have a couple of questions:

1. The first is regarding my text formula to return the home org, which is in the Page, for the charge org in the reports row. I need the entity to be level, 0. I've tried the system defined list, which didn't work. Any idea on what formula would return the 0 level for entity?

GRANT FTE SALARIES FICA GROUP INSURANCE RETIREMENT TOTAL PERSONNEL COSTS

The above past, is supposed to be my header. As long as my report result returns 1 page for Page criteria, it works perfectly. When I have more than 1 page, the dim portion of the header is included at the top of each page, beginning with FTE and ending with Total Personnel Costs. The header before FTE is text and does not. Any idea of how I can resolve this format issue?
