RMAN duplicate FAILS in oracle 11g 11.2.0 with RMAN-06026

We have upgraded our HR databases from 10.2.0.4 to 11gR2 11.2.0.2.  We have a script that runs RMAN duplicate from prod server to dev server for refreshing dev databases.  It has been working well in 10.2.0.4 but after the upgrade it fails with the following error.

RMAN-06026: some targets not found - aborting restore
RMAN-06024: no backup or copy of the control file found to restore

All backups are fine and we can use these backups for restoring without issues.  We get issues with Duplicate functionality.
