Workspace 11.1.1.4 cannot open planning, calc manager etc...

I update my 11.1.1.3 environment to 11.1.1.4 I also updated weblogic to 9.2MP4.  Now I cannot open any of the components, Dimension Library, application Library, Calc Manager, Planning etc... Getting the similar error trying to open any of these.  Anyone have a clue.  I opened an sr and I am still waiting for a response.

No connection could be made because the target machine actively refused it 127.0.0.1:5251
Error Code: com.hyperion.awb.web.common.DimensionServiceException
