Conditions Complete/Incomplete button on Transaction is freezed

 I created a manual Transaction in Receivable, there is no activity on transaction for ex: Adjustment, Credit memo or Receipt or of any kind.But the Complete/Incomplete button is freezed.

I want to ask on what conditions Complete/Incomplete button is freezed ?
