"ORA 1403 error" while defining shipping parameters in OM

 Dear all,
please help with  the issue I am getting the above error message while I am trying to define shipping parameters in OM,
one more issue is when I am trying to define release rules for an inventory org ,  I am unable to see inventory orgs in LOV of release rules window
we are using Oracle 12.1.3 version.
please help me with this issue
