How to ship complete from two separate Warehouses/Organizations?

Hi All -

We have client who has two separate warehouses that store different product lines.  The client has a requirement that if sales order has FG items that all ship from whse A, then whse A ships complete.  If sales order has FG items that all ship from whse B, then whse B ships complete.  The issue we have is if Customer sales orders includes items that from both warehouses, the client wants to tranfer the FG items from whse B to whse A and ship complete from whse A.  Has anyone encountered this requirement?  Any recommendations on the best/leading practice to meet
