What causes DBA code goes to Cleared Items

Hello,

Why DBA code goes to Clearned Item when it has never been deducted once yet?

Eg. union initiation fee setup to start deduction after 60 days of service (one time only), however this code goes to cleared item without being deducted once.

What causes this to happen?
