RAC One Node, and automatic selected node to start after creation

During some RAC one Node tests I discoverd that the instance is not default started on the Host were it is created.

So I started to look for some kind of rule, is it the load, memory available on the hosts. Altough testing is continuing I am not able to find information about this from the manual. QoS is not configured/used.

Any referrence to documents decribe the behaviour I have noticed would be great?
