Budget Mass Allocations

I am trying to write Mass Allcoations to allocate out Budget Balances; I am able to choose Balance Type as 'Budget' and choose appropriate budget name for Lines A, B and C. But, I am not able to change the Balance type from 'Actual' to 'Budget' in the Target and Offset lines. Could someone help me with this? Thanks.
