Fullfillment is not created

Hi,

A sales is a comination of shippable and non shippable items.It is found that the non shippable item lines in the order are closed as there is no fullfillment set created for that line.The fullfillment flag in order type defintion is enabled.Please help to find out why it is closing and why it is not creating the fullfillment set.
