Why Are there no records in IBY_TRX_SUMMARIES_ALL?

User found that the Funds Capture setup is done in Payments module. But when they  approve an AR remittance, no records are inserted in iby_trxn_summaries_all and so that we can't run Create Settlement Batches in order to get electronic file?
