MapViewer performance issue

I am using MapViewer V11.1.1.5.1 with the web application using ADF components and bean.  My basemap is a GeoRaster TIFF image.  I have several shape files to render that are listed in an af:tree component.  The bean listens for changes in the tree component and adds the selected theme to the basemap.

The issue is performance.  It is taking 4-10 minutes to load and render the theme.

I have allowed up to 50 mappers in the database connection.  My map cache is set to 1024M.  The JVM memory max is 4G.  The CPU is an i7 quad core.

I have looked in the log files and the render times highest value is in the 1300ms range.
