Anyone having issues with certain customers that do not get fixed with Patch 10100285 R12: Installed

We applied the patch into our test environment and it processed all the errors in Transactions Error Processing but we are still finding a few customers that when we run the ship confirm on an order, it still gives us this error for Invanlid Party Location.  Is this a customer setup issue that we need to resolve?

Any help would be appreciated
