Does an AI custom manifest require a separate criteria? Must I have criteria for a single AI custom

Hello,
Must I create a separate criteria if I create a custom manifest that's the only one (default manifest) associated with a certain AI service?

Much the same way, if I have a single SC profile do I need to create criteria or all clients will default to it?
