Top task billing, one customer number, multiple bill to adresses

My client will bill at top task.  They require multiple bill to sites for a single customer number.  Since we can only assign the customer to the project once, there is only one bill to available at the top task level.  Is this intended functionality, or have I missed a set up somehwhere.
