Quick invoices form (APXIISIM) error FRM-40501: ORACLE error: unable to reserve record for update or

iGateway Prebooker:1. Invoices > Entry > Invoice iGateway
2. Find the quick invoice batch created (XML%)
3. Find/Open the same quick invoice batch from another session and error appears "FRM-40501: ORACLE error: unable to reserve record for update or delete".

In R11 it is possible for two users to open invoice batch file for modifications.
Is it R12 bug or it should be so?

No error appears when opening non XML batch.
