In project type setup using only project costing, Detail tab is enabled which requires Service Type

In project type setup using only project costing, Detail tab is enabled which requires Service Type as mandatory setup. If Service Type is selected when creating project template, you are required to define financial or workplan structure. In project costing we do not need service type. How do you turn off service type?
