Activating the disabled Taxes

Folks,

I have a situation where we end dated some of the taxes during implementation and now users wants them to be enabled. There are no transactions against those tax codes.

Unfortunate part is that when I go to Taxes (after regime tab), Effective To date is grayed out. It does not let me to make any change on that field.

Is there any other way to enable it? or Am I missing any patch which can get me the functionality to have it enabled?
