Set TIMEZONE in a container

I have a  two servers with Solaris 10 9/10 s10s_u9wos_14a installed. During install the TZ in the global zone was set for US/Mountain. I then created a local zone on each server without thinking about setting the TZ. Later I discovered that one local zone is set for GMT and the other is set for EDT.

On one server I edited the /etc/default/init and set TZ=US/Mountain and rebooted( and on another attempt halted) the local zone but it still shows as GMT.

/etc/TIMEZONE does link to /etc/default/init, and /usr/share/lib/zoneinfo//US/Mountain does exist.
