responsibilities in iSupplier Portal

My company just did an upgrade from 12.0.3 to 12.1.3.

In 12.1.3, when I go to Register Supplier User (the navigation is, in Purchasing Superuser, Supply Base -> Supplier User management -> Supplier User Creation --> Register Supplier) and open it, in iSupplier Portal, there're three (3) new responsibilities in User Acces section which weren't seen in 12.0.3.  They are Supplier Profile Manager, Supplier Profile Manager (ViewOnly Contact Directory), and Supplier Profile & User manager.

I wonder if anyone can help to advise why they are showing in 12.1.3 but not in 12.0.3
