Sales Order Line stuck with STATUS as 'Fulfilled'

Hi,

Product version and release R12.1.3

.

Sales Order line stuck with status as 'Fulfilled'. There are 3 OE lines in the SO. Item at line number 1 is Inventory Item. The other 2  Items in the OE lines (2 and 3) are not Inventory Items (non Inventory). These are just service Items. Item definition wise there is no difference between these 2 items.

 .

Under SO Header, message is, "Credit Check hold applied. Overall Limit exceeded. Using site credit profile. Picking activity has done credit checking using Picking/Purchase Release level credit check rule." >> 'Credit Check Failure'

 .

Strange thing is that 'Credit Checking' in NOT enabled / applicable for this customer or it's site.
