Disable withholding tax at all sites before disabling at supplier level

Hi,

While Updating the any field in Supplier site level, i receive a note "Disable withholding tax at all sites before disabling at supplier level" which is very strange given the fact that withholding tax function is not enabled at both supplier level and supplier site level.

please help on this issue..
