Routing leads

We set up a routing rule to a lead

We create the rule to be --> Insight field  List Source = xyz.  System states 95 prospects and none routed.

If we use the same filter on a contact target list, the result sets contains 33 contacts.

1. Why is the count different

2. Why is nothing being routed?
