Queue assignment and lead scoring

Setup a queue assignment rule and it brings back nothing.  I have one contact record (did not synch with OD) and simply state to return bast on last name existing.  Nothing routed or found.  I then guess that the "Apply Queue Assignment Rule  on the scored responses" mean that the rule can only be run on scored records???  Any how, went and sent a scored rule to score as very hot if the contact record has a last name.  Nothing returned or scored.  I cannot think how to make it simpler.  The help file has no search capabilities to find
