Action Option is disabled in Shipping Transaction form

Hi,

user has searched for an delivery in shipping transaction form but the action field is not enabled and only ship confirm button is enabled. Can you let me know what might be the different reason behind this?

I have checked the shipping grants and found that no role is assinged to the user. Is this the reason?

Then how the user is able to access the form?

Please help.
