outbound email attachment

Can you include an attachment on a simple outbound email campaign that the system would track who has downloaded the attachment(brochure)?  I'd like to include a brochure with the outbound email and have the system track who has downloaded it.  Then we would follow-up with those that showed intrerest?  I don't want them to go through the registration process like you would for a whitepaper but just a link within the email.
