How system allows to DELIVER rejected transactions also ?

Hi friends,

We accepted partial quantity and rejected partial quantity from a receipt. But when we try to deliver both the accepted and rejected quantities has been delivered successfully. We expect the standard functionality should not allow delivery transaction for those rejected quantities. Please advise.

Steps to Reproduce
1. Oracle purchasing -> Receipts
2. Receive 173 Quantity for an inspection required item
3. Reject 41 quantity and accept 132 quantity
4. Receiving Transactions -> Query the receipts -> Now both the rejected and accepted quantity is available for delivery and able to perform DELIVER transaction for both cases.
