Tax is not getting calculated

Hi

We have upgraded from 12.0.6 to 12.1.3. Post upgrade the Tax is not calculating for Sale Orders only for 2 Countries. For others, it is working fine. All setups are intact and debug file also show no error. Can some one help on this please?
