Dear I need help to complete the tax in india

Dear i have bog issue and i hope find new solution for that

 we current in R11.5.9  and we will upgrade to R12.1.3

we have  operating unit in India and we have not  tax localization in India on R11, so we had setup the tax in R11 by  creating  tax Group fro every type of tax ,after upgrading in test environment i found the no tax group in R12  and while upgrading the tax group in R11 converted to tax rule i found after upgrading condation set and tax formula and they did not work correctly and calculate  wrong tax. i want to resolve this issue and i want help from others who face this issue
