Procurement Budget Checking - Upgrading from XE to 9.0

What's the "work-around" or is there a SAR to resolve the issue of diffferences in functionality of budget checking in XE versus 9.0.  We are upgrading from XE to 9.0 and just discovered that the functionality isn't the same.  In XE use Level of Detail of "4" and within 9.0 (actually 8.9 or higher) it's my understanding that budget checking works with Level of Detail of 5 or greater?

In addition, in 9.0 (actually 8.9 or higher) budgets roll-up within the entire business units chart of accounts versus strickly within the business units chart of accounts.  Any work-arounds or SAR's that allow pre 8.9 Budget Checking functionality?

(...other than changing the chart of accounts!!)
