Print Payments process hanging up when UBE is running

Has anyone encountered a problem in which the P07230|W07230A print payments process seems to hang or lock up if another UBE is processing in the system? We are using JDE E1 9.0 on Tools 8.98.2.4 and have been having this occur fairly frequently of late. Is there a bug or is this perhaps functioning as designed? Thank you!
