Historical 11i Budgetary Entries Don't Migrate to SLA

Just discovered with the upgrade from 11i to R12, Federal Financials Customer historical budgetary entries are not upgraded to SLA during the SLA Upgrade Process.  Does anyone know why Oracle did not include budgetary entries? Has any federal customer logged an enhancement request to have budgetary entries upgraded to SLA?
