Setup a Product Fiscal Classification (Inventory Based)

Hi,
I'd like to use tax code base on Product Fiscal Classification on Item. I did setup base on 1107666.1 but it still doesn't work.  Sales Order takes defult tax code define in EB TAX. On Invoice I have the same situation. Please help
