Invoking BI Publisher from BI Server extremely slow

This is a rather general question: We have a dash baord and that contains a frame in which BI Publisher displayes.  When we launch the dashboard, the BI Publisher frame take 30 or so seconds to show up, when we run the BI Publisher report directly, it takes less than a second.  It seems the it is taking a very long time for BI Server to Launch BI Pub.  Any ideas what could be the casue for such delays?  Where should we be looking?  We are on 11.1.1.3
