Email Execution Statistics

I've read in the help files that 4-8 hours after the program launch the view/download links should be available.  It's been two days and I still can't access who clicked,delivered or unsubscribed.  It just says at the top of the page "This is Summary Report, hence View/Download links are disabled in sections - Email Execution Statistics,Email Post-Launch Statistics, once the Detailed Report is processed View/Download links are enabled"

Does the program have to be past the end date for the detailed report to be processed?
