Blanket Release Quantity is more than quantity agreed on blanket purchase agreement and buyer is abl

Hi

I know that the fundamentals of the blanket agreement is based on the amount agreed NOT the quantity agreed.
 If you exceed the amount agreed then ONLY it will stop from blanket  release from getting approved.

BUT , if the blanket release quantity exceed the quantity agreed on blanket purchase agreement, Oracle still allow the puyer to approve it without giving any message.

Please suggest, if we have any other solution EXCEPT blanket release form personalization.
