ZFS - The 80% pool's utilization should be translated into 100% effective capacity limit

That's OK that zpool's adequate operation be at most on 80% its nominal capacity.
The problem is that in practice we can't count on having the other 20% available for real use, unless we pay the penalties.
What I'm trying to state is that it would be much better if this 20% overhead was "invisible" and simply counted (internally) as overhead.
As we don't count on the 20% anyway we could perfectly be saved from the burden of worrying about issue.
Bottom line, if 80% is the limit that ZFS can sustain its operations and performance, then this 80% is, in fact, my 100% of the pool.
