Standard Manager keeps restarting

After R12 upgrade. Standard Manager keeps restarting. We have 30 threads defined. It keeps recycling 29 processes/threads. We notice a lot of defunct processes (29)
This is affecting all standard manager scheduled jobs. Lots of jobs pending. The single thread not keeping up with requests since 29 keeps restarting

we see this error in log

Received lock, set mgralive=N
Manager process NOT reconnecting, mgralive=(N)
