Staging Database

In the "Siebel Database Upgrade Guide for DB2 for z/OS" on pages 85-89, it says to extract the storage control file with the merge option and validate. Later on in pages 123-124 the guide says to extract the storage control file with only the extract option.

Which control file is to be used to build the Staging Database?
