DRP Message Start Dates

We are on JDE 8.0

In our DRP messages, Message Type = B only on Fridays in one particular branch plant the start dates on multiple items are less than today's date.  My understanding is even if the purchase order is not made today all the dates should update to the next day.  If I look at the same information on Monday all of the start dates are in alignment.  Next Friday they are out of sync again.  What creates this date?  I have no idea why this would be happening only on Fridays......

These particular parts have a long Message Display Fence & Freeze Fence  87 days.  Is that anywhere related?
