RAC to RAC Physical Standby using Data Guard Broker

I have configured 2 node primary RAC and 2 node standby configuration. I am managing it using the broker.
I am running into a problem. Broker does not start my instance after i perform switchover. I always have to manually start the instance then all seems to work just fine. I have update the listener.ora in $GRID_HOME/network/admin with correct parameters. But broker still does not start the instances. Any help will be greatly appropriated.
