Negative Leave Balances

Has anyone figured out how to set up an accrual that will not allow an employee to go into a negative status? 

If an employee only has 40 hours of accrued vacation time, the system will allow and pay the employee for 43 and leave his PTO showing a negative three.

Has anyone figured out how to stop this?  If an employee only has 40 accrued, the system should put the 3 in a leave without pay status.
