What does Federal Agency refer to when maintain a customer in R12?

In oracle 11i, when maintain a customer ,we can chose the GSA in the customer header tab. If we select the option, that means when selling goods to that customer , the price can not be lower than it in the GSA. Does the R12 version get this function when maintaining the customer information ? Is it Federal Agency?
