Labor Cost Security

My client is very sensitive to labor cost security.  I have used the "Allow Labor Query" functionality in the past but it requires all users to be key members on the project. 

I need to secure all views and reports (GL drilldown, Revenue Review, Expenditure Inquiry, etc.) where this information may show up.

I have restricted the views using folder options in the past.  I created folders that did not include the labor cost columns, assigned them to the responsibility and then took away the users ability to create there own folders.

Would the security extension be better in this case?
