Symbolic strings for locale missing for DEU and ESN

Hi,

We have installed siebel 8.1 and fix pack 8.1.1.5 for new build for new project for ENU ,ESN and DEU language.DB configuration and seed dat aimport for the all three was done.

Siebel enterpirse is up and running and siebel also up and running with out any issues.When we tried to full compile srf on siebel tools by changing lanuguage setting for local lanuguage for DEU and ESN  and deployed for DEU and ESN language .Siebel appl is looks like funny and crazy and for ENU is siebel appl is avery good.We have verfied the symbolic stings for locale in database and also in siebel tools are missing.Pls advice how we can solve this issue or how to set symbolic string for locale for Germany(DEU) and Modern spanish (ESN) .We are critical stage
